At 15:03 hours, Pipeline 20 was dispatched to 1400 John F. Kennedy Boulevard: Philadelphia City Hall for the alarm system.  Local box was immediately upgraded to a high rise box due to a high rise box due to reports of fire on the second floor.  Pipeline 20's crew reported a trash fire in the second floor stairwell which had been knocked down by the sprinkler system.  Battalion 4 utilized 3 & 2 plus Rescue 1.
